An investigation reveals it to be the work of serial arsonist Bruce George Peter Lee. Lee confessed to 11 counts of arson and was convicted of 26 counts of manslaughter, though 11 of those convictions were overturned on appeal. Lee was sentenced to life in prison in 1981.
